The City of Pryor is requesting legislation to address the issue of people driving around barricades.
The city is sending a
resolution to Oklahoma Municipal League to request support of the proposed legislation. Mayor Jimmy Tramel said the city is asking the Oklahoma Municipal League to work with the legislature in 2011 on liability for emergency responses when people drive around barricades. The proposal is to draft legislation that would make those parties who drive around barricades responsible for the cost of emergency response.
“The money will go back to the agencies for the purchase of emergency equipment,” Tramel said.
In last week’s meeting, Pryor City Council tabled the possible approval of an ordinance regarding city building permits. The ordinance would require approval by the city’s office of community development before a building permit is issued. Mayor Tramel said the city now has to change some wording in the ordinance because of a house bill that recently passed. The ordinance will be taken back to the insurance/ordinance committee for review before council considers it again.
Council also tabled a proposed ordinance that would require contractors to have a certification for any building construction or repairs.
The City of Pryor will pay Ira M. Green $94,010 for the concrete repair project at the intersection of Ninth and Elliott Streets. Green was the low bidder. Other bids were APAC Central, $114,949.79 and Glover & Associates, $122,047.48.
Council approved $10,675.98 worth of reimbursement to Pryor Area Chamber of Commerce, after Councilman Roy Ray
presented a question to the chamber president.
“Why did we need four golf carts for Freewheelers?” asked Ray.
Barbara Hawkins, president of the chamber, said there were 1,100 people that stayed in town with the Freewheel Bicycle Tour. The Freewheelers stayed the night at Pryor Creek Recreation Center and the high school.
Ray asked if the golf carts were driven on city streets.
Hawkins admitted the golf carts were driven across the streets to transport people back and forth from the high school to the recreation
center. Hawkins said the carts were only used on Ninth Street.
Ray voted against the motion, saying there is a city ordinance that golf carts are not to be used on city streets.
The council approved an agreement with Terracon Consultants for engineering and testing services on the park building project. Terracon will perform field density testing and laboratory testing on an on-call basis.
The mayor appointed Mike Dunham to the flood plain board, seat #1. His term expires Dec. 31, 2015. Tramel appointed Melinda Marks to the park board, seat #2. Her term will expire July 31, 2012.
Council waived the deposit fee for Home-
ward Bound Ministries. Homeward Bound is holding a community revival Aug. 22-25 at Graham Community Hall.
