Salina trustees approved an ordinance for library service during their monthly meeting.
The ordinance repealed all former ordinances dealing with the library, and set out the rules and regulations for library service in the town.
The ordinance outlines a board of five members will govern the library. Each board member must live within the boundaries of the Salina school system and will serve a term of three years from May 1
following their appointment.
The ordinance states the library board will have regular monthly meetings with the time, place and date posted. An agenda must be posted at least 24 hours prior to the scheduled meeting in accordance with the Open Meetings Act.
Trustees accepted the resignation of Brandy Marler as librarian and hired Lou Ella Martin as the new Library Director. She was hired at $9.50 per hour. A library assistant, Diane Goins, was hired to work up to 20 hours per week at $9 per hour.
Martin reported on the status of the library. She told the board the library currently has 388 overdue books out with total charges of $544. She asked for permission to waive the overdue charges for the next two weeks in an attempt to get the books returned. She was given permission to waive the fees.
In other business:
• The board approved the Mayes County Emergency Operations Plan as the town’s plan and changed the National Incident Management System contact to Emergency Management Director Johnny Janzen.
• The board approved purchasing 649 cast iron pins for markers at Ross-Mayes Cemetery. The pins will cost $3.25 each. They can be picked up by a metal detector, and will help in marking the
cemetery.
• Utility Superinten-dent Randall Coon told the board the town needs approximately one and a half miles of overlay and widening. He estimated the cost for a 3-inch overlay at $150,000. Since the street and alley fund no longer receives sales tax funds, there is no money for the overlay. The board took no action, and will wait to see if the town receives any stimulus money from the Oklahoma Department of Transportation.
• The board took $3,999.41 out of the general fund and transferred it to the street and alley fund as a reimbursement for money spent on the traffic signal overage. The town agreed to pay their portion of any amount in excess of the estimated cost to install the traffic signal at Highways 82 and 20.
• The board approved allowing Animal Control Officer Kellie Guess to purchase a 10 foot by 20 foot chain link kennel for $200 and another 10 foot by 10 foot kennel for approximately $250.
• The board acknowledged the receipt of a $3,500 grant from the Cherokee Nation for the police department.
• The board approved purchasing two tasers, four vests and at least one uniform for reserve officers out of the Cherokee Nation grant money.
• The board reviewed the job performance of Sue Crosswhite, Officer Andy Heathcott, Officer Doug Inman and Officer Kellie Guess. The board approved giving Crosswhite and Guess a 25 cent raise. The board noted Inman’s raises were waived for six months since he was hired at a higher starting salary due to his experience. The board decided to wait until they could speak with Police Chief Shayne Smith before making any recommendations on Heathcott’s pay.
