Grand Gateway considers the City of Pryor a pilot city for the Capital Improvement Plan grant.

Sarah Rankhorn of Grand Gateway said Pryor is the first city of its size to be considered for a CIP grant.

City council members approved a CIP final draft kit and maps in the Tuesday council meeting. Rankhorn said all city-owned streets and areas were mapped out for a five-year plan for the city. The public will have a chance to review the draft and maps and make comments.

Rankhorn said every town eligible for the grant must have a long range plan for future developments. She said towns must have low to moderate income. Jerry Epperly worked with Pryor’s planning and zoning committee to prove Pryor eligible for the grant.

City Attorney Randy Elliott said proposals will be mailed out for recruiting possible construction managers for Mayor Jimmy Tramel’s bond issue. Tramel proposed the general obligation $10 million bond issue for the construction of capital improvements. If the proposal goes to a public vote that will be in January 2009.

Elliott feels the projects should be reviewed by council members, Municipal Utility Board members and other representatives from the various departments. Elliott wants Ron Kolker to be included in the review of possible financial advisors. He suggested that Steve Lett of Tri-State Engineering could help oversee the choice of architectural designers.

Councilman Drew Stott said he wants to see a priority list of the proposed projects.

Tramel said they will not know how many tasks can be tackled until a firm figure is given. He said the city will hold town hall meetings to get public opinion on the bond issue.

“Nothing is cast in concrete at this point,” said Elliott.

Council approved a Proflex 120 rotary mower for Pryor Golf Course. The mower will be purchased from Luber Brothers for $19,255. The golf course will keep their current mower for backup when two machines are needed for mowing.

The city is seeking bids for four utility vehicles for the golf course. The three maintenance vehicles they currently have will be used as trade-ins. Golf Director Dennis Bowman said workloads are too heavy for the three vehicles.

Bowman said their three electric vehicles will be traded for gasoline vehicles. The electric vehicles operate on six eight-volt batteries, which must be replaced every two years. Bowman said with battery prices skyrocketing, the cost of replacing batteries in four vehicles would be over $3,500.

Council approved Clean to provide uniforms for street department employees for fiscal year 2008-2009. Clean submitted the low bid, at a cost of $53.76 per week per quote. Cintas gave a quote of $82.20 per week and Yale offered $77.16 per week.

The city will hold a cleanup July 23-26 during normal business hours. Containers will cost the city $350 each.

Council approved waiving the fee for Safenet Services to conduct their second annual No More Bruises barbecue and dance, Sept. 20.
