Pryor citizen Kathy LaValley came to the Pryor City Council Tuesday to question how and when city codes are enforced. She said in February of 2007 she had built a two story shed in her yard and because her neighbor lodged a complaint she had to go before the Board of Adjustment to try to obtain a variance, but because they voted the variance down she had to spend $3,200 to move the building.
LaValley said she also reported her neighbors code violations and he was taken to court and fined, but he never cleaned up the violations.
LaValley said in April he cut down her chain link and privacy fence while she was at work and after it being reported he was written his code violations.
She said in recent months he has parked a non-running vehicle on the property line in the one section of fencing they had not had a chance to replace. She said he towed it to that area and it has been there for fourteen months despite monthly calls to the city of Pryor.
Pryor Police Chief Dennis Nichols told her they are currently preparing a report to send to the prosecutor’s office before they move forward with any actions against her neighbor and will keep the city and LaValley posted on the results.
In other business, the council;
• Approved authorizing CMS Willowbrook, Inc. as the construction manager for the Pryor Recreation Center Re-roof project and also heard a fee schedule for the project.
• Approved the minutes of the July 3 council meeting.
• Approved payroll purchase orders through July 20 and August 3.
• Approved claims for purchase orders through July 17.
• Acknowledged receipt of any deficient purchase orders.
• Approved June appropriations requests.
• Approved expenditure of $9,153.56 to the Pryor Area Chamber of Commerce from the hotel/motel fund with receipts and cancelled checks.
• Approved expenditure of $10,110.36 to the Oklahoma Municipal League for 2012-2013 service fees.
• Tabled a motion for Mayor Jimmy Tramel to sign an Audit Engagement Letter with Wingard, Ragsdale and Langley for the year ended June 30, 2012 and the expenditure of $14,000 associated with the audit until the next council meeting.
• Approved increasing the basic lifeguard pay from $7.50 per hour to $7.75 per hour through PeopleLink, LLC for both swimming pools.
• Approved increase in WSI Certified lifeguard pay from $8.50 per hour to $9 per hour through PeopleLink, LLC for both swimming pools.
• Approved the expenditure of $3,064.88 to Aqua Chlor Commercial Services, Inc. for the purchase of swimming pool chemicals for Whitaker Park Pool.
• Approved seeking applications for the vacant police officer position at Range J Step 1 (annual salary $30,467).
• Approved surplusing Self Contained Breathing Apparatuses and Bottles for the Pryor Fire Department to be sold to other fire departments.
• Approved the community hall deposit and fee waiver for the Pryor Area Chamber of Commerce Forum Luncheons.
• Approved hiring Wesley Griffin to the street department.
The next regularly scheduled meeting of the Pryor City Council is 6 p.m. Aug. 7 at Pryor City Hall.
