Pryor approves drainage plan

PRYOR — Pryor City Council approved the first phase of a master drainage plan for Pryor in Tuesday’s council meeting.

Council approved the contract with Meshack & Associates for $25,000.

Janet Meshack of Meshack & Associates said the point of a master drainage plan is to develop hydraulic models. The process includes geographic information system (GIS) models and mapping. The models will then be used for improvements or for housing developers. The City of Pryor can incorporate the drainage plan into a capital improvement plan.

Meshack said she wants to include public hearings in the drainage planning. The city’s hazard mitigation plan is awaiting approval from

the Federal Emergency Management Agency. Once approved, Pryor can apply for grant funding. The drainage plan will also make the city eligible for federal grants.

Meshack & Associates is completing the “up-front work” for the city, said Meshack. The company will identify drainage basins, gather information on land parcels and identify buildings that flood.

“This is our first phase in how to get the biggest bang for the buck that we can,” Meshack said.

Mayor Jimmy Tramel said, “It’s going to open the door for a lot of grant money once we do this.”

In other matters:

• Council accepted a donation of $50,000 from the Leaf Collectors Foundation. The money is a matching grant which will be used to repair the Whitaker Park tennis courts. The city must provide the remainder of the cost.

• Council approved a payment of $49,808.55 to Glover & Associates for an asphalt overlay project.

• A city patrol car is being repaired by Morgan’s Auto Body at a cost of $4,956.35. The vehicle was damaged in a police pursuit.

• The mayor is signing a contract for a preventative maintenance plan with Hollywood Fitness Repair. The annual rate for the contract is $1,352.

• The city is reimbursing Pryor Area Chamber of Commerce $661.81 for Cowboy Days from hotel/motel funds. The chamber will also be reimbursed in the amount of $776.27 for promotion and advertising.

• Council approved the utility board’s appointment of Henry Neftzger to the seat vacated by Bill Olson.

• Council approved new job descriptions for the office manager and fitness coordinator at Pryor Creek Recreation Center.

• Felicia Sutter was hired for a child watch position at the rec center.
